Governor of New York a.k.a. Client #9 a.k.a. john.
The sheer arrogance of power and an $80,000 recreation budget?

Yes, and incredibly stupid to boot.
The old and crude adage that you must be careful of the rear end you kick today because you may need to treat it more kindly tomorrow did not seem to fit into the Guv's modus operandi. Notice, I tried to put this crude artifact of office pop-culture delicately. I'm certain that there is a classical analogy relating to burning bridges and the like.
Did he really think that he could get so many powerful companies and people to settle in order to avoid the perp walk and not have to face the same music for the same sort of actions? This seems to have more to it than sheer arrogance. The faint scent of a blind lack of self-awareness wafts upon the airwaves.
Into this, as depraved mortals, we all tend to slip.
